Empowering Khyber Pakhtunkhwa's Youth: A Prudent Move by the Caretaker Government

 

In a significant stride towards addressing the critical issue of unemployment and poverty, the Caretaker Cabinet of Khyber Pakhtunkhwa recently authorized various provincial departments to repurpose their buildings for skill development programs under the Khushala Pakhtunkhwa Program. This initiative, spearheaded by Caretaker Chief Minister Justice (Rtd.) Syed Arshad Hussain Shah, aims to equip the youth of the province with essential skills in fields such as information technology, computer sciences, para-medics, nursing, and trades.

The urgency of this endeavor was underscored by recent demands from South Korea for skilled workers, revealing a stark contrast between the demand and supply of skilled labor in Pakistan. The country could only provide 16,000 skilled workers, whereas the demand exceeded a hundred thousand. This glaring disparity underscores the need for immediate action to bridge the skills gap and prepare the youth for opportunities both within and outside the country.

The Chief Minister, addressing the provincial cabinet, emphasized the caretaker government's responsibility not only to facilitate fair elections but also to address the escalating issues of unemployment and poverty. In recognizing the potential of the youth as a catalyst for positive change, he highlighted the imperative of contributing to their welfare. The formation of a dedicated task force underscores the government's commitment to ensuring the success of the Khushala Pakhtunkhwa Program.

Moreover, the caretaker government's stance on financial responsibilities deserves commendation. Unanimously endorsing the Chief Minister's refusal to approve proposals transferring the burden of the Benazir Income Support Program (BISP), Higher Education Commission (HEC) expenditures, and subsidies to the provincial government, the caretaker cabinet has demonstrated a prudent and measured approach.

It is essential to acknowledge that the caretaker government faces substantial constraints in initiating new programs, especially those that may necessitate additional taxes on the populace. The emphasis on adhering to constitutional provisions and recognizing financial realities reflects a commitment to responsible decision-making in matters of financial governance between the Federal and Provincial Governments.

In the face of these challenges, the caretaker government's resolve to prioritize the welfare of the people is laudable. The Khushala Pakhtunkhwa Program, aimed at providing skill development to over 500,000 youth, signifies a proactive approach to tackle unemployment and poverty.
