Escalating Terrorism: The Afghan Taliban's Reluctance and Pakistan's Demands

 

In a disturbing trend, the recent surge in terrorist attacks in Pakistan has been a cause for growing concern. Since the return of the Afghan Taliban to power in August 2021, the country has witnessed a 60% increase in overall terrorist incidents, with suicide attacks soaring by an alarming 500%. The latest incident, involving the targeted killing of a police official in Khyber-Pakhtunkhwa's Bannu district, adds to the grim statistics. As tensions escalate, Pakistan is grappling with the challenge of terrorism emanating from across its western border.

The Bannu Attacks: The attack on police official Ashraf Khan highlights the persistent security threats faced by law enforcement in the region. Khan was ambushed while en route for polio duty, underscoring the vulnerability of those engaged in critical public services. This incident marks the fourth attack on police personnel within a 10-day span, emphasizing the urgency of addressing the security situation.

Afghan Involvement and Pakistan's Demands: Pakistan has attributed the rise in terrorist incidents to the Afghan Taliban's reluctance to act against militant groups operating from Afghan soil. The suicide attack in Bannu, carried out by an Afghan national, prompted the Pakistani Foreign Office to summon the head of the Afghan diplomatic mission. During the meeting, Pakistan presented four key demands to address the issue:

  1. Complete Investigation and Action: Pakistan urged the Afghan government to conduct a thorough investigation into the Bannu attack and take stern action against both perpetrators and abettors. The country seeks justice for the victims and accountability for those responsible for orchestrating such heinous acts.

  2. Verifiable Actions Against Terrorist Groups: Pakistan demands immediate and verifiable actions against all terrorist groups and their sanctuaries on Afghan soil. The effectiveness of any counterterrorism effort hinges on transparent and tangible steps to dismantle terror networks.

  3. Extradition of Hafiz Gul Bahadur: The Afghan Taliban was asked to apprehend Hafiz Gul Bahadur, linked to the recent suicide attack. Handing him over to Pakistani authorities is crucial for bringing individuals involved in cross-border terrorism to justice.

  4. Prevention of Afghan Soil for Attacks on Pakistan: Emphasizing the need for regional cooperation, Pakistan called on the Afghan government to prevent the use of its soil for launching terrorist attacks against Pakistan. A commitment to border security and preventing cross-border terrorism is paramount for stability in the region.

Challenges and Tensions: Despite these demands, tensions persist between Pakistan and the Afghan Taliban. The reluctance of the Afghan government to act against the Tehreek-e-Taliban Pakistan (TTP) and its affiliates remains a significant obstacle. The Afghan Taliban's historic ties with the TTP complicate efforts to neutralize the group, raising questions about the extent of control the Afghan Taliban exerts over its militant counterparts.
